Essentially it has a tropical climate, and like other Central American countries, it has distinct wet and dry seasons. From mid-December to mid-April, it is dry season in Panama. The weather is very warm and humid, and temperatures in Panama City often reach the thirties. A fine time for a lazy, relaxed holiday since, without air-conditioned comfort, it's hard to get very active. Sea breezes that mitigate the heat somewhat make the beach a tempting option. However, it's not advisable to expose yourself directly to the sun between 11:00am and 3:00pm; a beach umbrella should see you through until the day cools down.
May to November is the rainy season; the temperature drops and at times, rainfall is more than an inch per day. Usually, though, it rains only around late afternoon, so sightseeing, shopping and beach fun can be scheduled for the mornings. In general, the coastal areas along the Caribbean/Atlantic Ocean receive heavier rainfall than the side bordering the Pacific. During this wet season, it can get a little chilly early in the morning. You'll need warm clothes, a sweater or light jacket, perhaps, if you're venturing out, particularly on any trips to the mountains.
